Well I read a book about it years ago..... to the best of my understanding, telepathy is not about predicting the furture ..... it is the ability to transmit thoughts to someone who might be sitting a million miles away.
According to the book .... the talepathic ability could be developed by practice. Interestingly .... there was an exercise involving a candle like Qurius mentioned..... But it was more focused on having a partener that you could practise with .... relax yourself completely (through a particular exercise of Yoga) and then communicate with the other person at a previously set time.... who is far away.
i believe (seriously) in a lot of so called "supernatural" phenomena and human capabilities beyond common understanding..... I find it amazing ... not scary at all!!!!

There are some incidents that can only be explained by adding mental powers, like telepathy, to the mix, so they remain theories. The belief in telephathy depends on person to person, kinda like believing in aliens. I believe that some people can transmit over great distances and that most people have a little telepathic bonds with family members. Like I can catch thoughts from my one of two brothers, sister and father. From my mother, its hard if possible. That's prolly cause I go to my father more. And my older brother goes on towards my mother so its difficult to get his thoughts too. I mean like, my father and me were driving and I looked, almost not knowing why, at the passing gas station's price and we both said at the same time that the prices had gone much higher. I don't really care about that kinda stuff so I assumed it was my father's thought.
