how can it be state sponsored. Did indian govt made a rule that if a dalit goes to one place it should be purified by sprinkling cow urine, or is it there in indian constitution. If it wasnt democracy then this would not have come out in the open. Were there foreign media covering this. :)
It becomes state sponsored when the government turns a blind eye to this and doesn't take any action against this behavior akin to KKK lynching black people in the South. Although the government was against this, the Southern Governors turned a blind eye to these crimes and thus were complicit.
Democracy doesn't guarantee free press. Pakistan is not a total democracy but it has a free press.
