Tawqa can be divided into two categories (1) In public (2) In alone.
In public when you were invited or involved or about to do some kind of act which is considered wrong or evil and you may fear of others that they’ll question/point at you.
In alone when no one around you and you are 100% sure that if you done anything wrong or evil no one will se and judge you.
In first position i.e. in public an individual’s taqwa is like to to show-off, due to fear of others who are present but in second position i.e., in alone refraining from any evil acts is due to fear of God.
Lets discuss/try to understand TAQWA in true meanings/sense.
If we really go into the details of taqwa, it will become a topic rather suited for religion forum. Keeping in mind the spritual side of taqwa, it makes a person humble yet straightforward in dealing with others.
However, to your second point, a person who has taqwa of Allah will have taqwa shown in front of others too. but it won't be the case other way around.
taqwa comes into your life by practicing right way of living your life...according to Qur'aan and sunnat...it's a slow, tedious and a continuous process...the goal is to win Allah's love for you! taqwa literally means "Khudaa kaa Khauf, parhez-gaarii, paarsaaii"...it's said the least form of taqwa is when:
you believe firmly that Allah is watching you and you must act according to His wishes!
if you have THAT firm belief, the rest will come gradually but steadily...fanaa billah kaa concept paidaa hogaa, iA. :)

What if one do the same above but in public. The person knows that others are watching him but he/she was doing accordance to Almighty Allah's will but when others admire that persons due to his/her deeds/action will it still count in 'Taqwa'?
