Even Gen Tariq of FC when asked why the commanders in swat didn't block fazlus radio station could not answer as he said that he blocked talib radios in bajaur but the commander in swat should answer this question.
Something more was happening in swat and I believe army deliberately did not want to defeat the talibs their due to perhaps TSNM influence and sympathy.
