Americans never come anywhere to stay forever. They run away as soon as American public lose interest. This is what is happening here as well.
America cares less about Taliban and its khariji ideology. It supports similarly pathetic regimes like Saudis. So no matter what Taliban do in Afghanistan, America has no issue. Only problem it has is that Taliban stop attacking American interests.
This is what these negotiations are about. Americans are not defeated. They are just not interested anymore.
They want to get re-assurance from Taliban to stop annoying them, and then they want to leave, and focus somewhere else.

What kind of victory is this? There are chances that taleban might come to power after US withdrawal, even as we speak almost all of Eastern Afghanistan is in their control.
