Taliban can NOT declare Imam Ali or Muawiya the Rebel as kafir.
But they do call anyone disagreeing with them as kafir and worthy of being killed. Taliban consider anyone fighting them to be American agent and similar to Christians, and therefore worthy of being killed.
This is why we see suicide bombings against police, army, and common Pakistani Muslims all the time. And do you know who was the first suicide bomber (favorite Taliban strategy to go to Hell) in the history of Islam? Ibn Muljim, a KHARIJI who killed Imam Ali (AS).

By „authority” we mean government, the administration of the country, and the implementation of the sacred laws of the shari’a.
Even if someone does not agree with the concept of wilayat e faqih, Khomeini did not declare all those people kafir and worthy of being killed. And this is exactly what Taliban do, and this is what makes them takfiri Kharijis.
Well, Khomeini was not the only one wanting to export their ideology to other places. What about socialists of Russia, who exported their ideology around the world? What about Americans exporting their ideology? What about Saudi Wahhabis exporting their ideology in other places, including Pakistan?
Iranian militant backing? What about Pakistani backing of Taliban in Afghanistan? What about Saudi backing of Iraqi sunnis? What about Saudi attack on Yemeni Houthis?
So we see from above that your accusations above do not make Khomeini analogous to Kharijis. Because all your accusations could easily be applied on various other countries in the world.
What makes Taliban’s analogy to Khawarij special is that they both wage war against Muslims who disagree with them, and call them kafir/munafiq/mushrik. No other Muslim sect/group thinks in this violent manner*.
