However, this is a civil war in some sense, so normal protocols of using the military probably do not apply.
Civil war is a g*****ose term for what is going on, imho. The army behaves as it does not because of protocols, but because they neither have the training or know-how on counter-insurgency.

i think the training is sufficient, because Pakistan has held joint anti-terror exercises with a number of countries including China and Turkey if i'm not mistaken. the issue might be extreme caution for civilian casualties, or the Govt.'s lack to take action because there is now a democratic Govt. in place that has to instruct Army to go ahead or withdraw.
we'll just have to wait and see a bit longer to measure how successful the operations are. it's only been a week so far, takes longer than that.

Can't even guess...perhaps there's a price tag associated with that. There are also other nations Pakistan can solicit knowledge and training from. Turkey, for example.
China may also raise a fuss if American gets too close to Pakistan...

But it's the basic things, like even the guns that are using mostly, the G3 is not suitable for a built-up area. You need more then just iron sights to aim and fire accurately in close combat situations.
