Even as far as the military operations are concerned, three were held in Balochistan when Punjab did not have that much clout in politics and military. The fourth was when Bhutto was ruling (you can say that General Tikka was a Punjabi). The 5th operation in Balochistan and WOT (FATA) was begun by Musharraf, and its now continuing with Zardari ruling (agree Kayani is Punjabi). And if you see even now its the Punjabi politicians (Imran and Sharif brothers) who are against both of these wars.
