Balochistan, FATA and some areas of KP have been neglected during the past 60 years no doubt. But in addition to this neglect I think one difference between Northern Punjab/KP and the rest of the country is that they are free from the wadera system, hence the politicians have to spend some money on the infrastructure otherwise they will be booted out in the next elections. Where as the areas where the wadera system exists even if they do nothing in the next elections people will still vote for the person their “saeen” will ask them to vote for.
