According to this verse:
Note: I'm only reading the verse and I put no emphasis on my own conduct in this matter with regards to what women should or should not do.
1) All women have the same general requirements for dress ... remember "it is better for them to be modest"
2) However, the repurcussions for not doing so are not there for elderly women
3) Therefore the blame is not there either
4) "Provided they do not make a wanton display" means do not present themselves as though someone may think they are loose or "free game", they may wear less on this condition.
