I dont know about Punjabi, but its mean whole family and mostly uses in complaining tone.

pata nahi but zyada tar logon ko punjabi mein bhi khandan kehtay suna hai, ya phir tabbar in sarcastic way

lekin tabbar ke ilawa Punjabi main family ke liye aur kiya word hai? Khandan is Persianised term. We have ‘kutumb’ in Sindhi for family

Tabbar is used for Khandan, Kutumb is original saskrit word for home.
