why Sura Tuba do not have Bisballah at being ofsura can any one enlignten?
Bismillah was not revealed as part of Surah Tubah and so is not there.

Is it not Sura Tuba only Sura which was given to Hazart Ali by prophet Mohammad. to dilivered?
My question are not for Shia or Sunni. it is only for people with intelligence. Wisdom is uncommon among commoners

Yes. It was the 9th hijra and month of zilhajj (dhul-hijja) when the surah was revealed and Hazrat Abu bakar (RA) was Ameer-ul-Hajj. Raoolulah (SAW) gave Hadrat Ali (RA) the responsibility of delivering this surah to Hadrat Abu Bakar(RA) so that he may convey it to all non-muslims about the ultimatum given in the surah!
Among other valid opinions about Bismillah, Hadrat Ali (RA) had a valid opinion according to which the nature of this surah demands that it should not start with words Rahman and Raheem.
Ali wasn't the author of the Qur'an. Ali or Muhammad din't have an iota of power to change (or withhold) what Allah revealed.

Because you can’t call upon the name of Ar Rahman and Ar Rahim when you call Chastisement on the evildoer
not only this there are clear rules set out for the believers as well
Ayah 24:
Say: If your fathers, your sons, your brothers, your wives, your kindred, the wealth that you have gained, the commerce in which you fear a decline, and the dwellings in which you delight … are dearer to you than Allâh and His Messenger, and striving hard and fighting in His Cause, then wait until Allâh brings about His Decision (torment). And Allâh guides not the people who are Al-Fâsiqûn (the rebellious, disobedient to Allâh).

This implies one of the following two things: (1) *Bismillah as read in the beginning of all the chapters of Qur'an was not reveled but added later on, just like majority Muslims today finish talawat with Sada'qAllah. *OR **(2) Bismillah was revealed, just like in the beginning of any other Surah but because of the argument of Hazrat Ali (ra), it's no longer part of the Qur'an.
I have a feeling that most people here believe the first one is the case. Please let me know where I can find some more information regarding this matter.
