Regarding Iran's nuclear situation in the UN, India must sooner or later come to a strategic final decision. On the one hand, Iran and India are natural allies against a potential confrontation with Pakistan. The Pakistan-Iran split surfaced during Pakistan's fullfledged support of the Taliban in Afghanistan. [1] And despite the sale of centrifuges to Iran by A.Q. Khan, Pakistan denies it had anything to do with the technology transfer, implying that Khan acted alone, not to mention that the sale in no way signifies any strategic pact between the two. During a presidential visit by Iran to India, a report surfaced in which India was to gain access to Iranian airfileds, should there be a breakout of tensions against Pakistan.

With respect to arms sale to Iran, an important meeting was held in March 2001, between Indian Defence Secretary and his Iranian counterpart.70 Iran and India held the first-ever strategic dialogue on October 16, 2001, focusing on regional and international security matters.71 The discussions also covered the security and defence policies of the two countries. The Iranian Defence Attache in India, Brig General Ali Motaghi called the agreement a milestone in defence ties between the two countries, and declared, “We need India’s help in all military aspects.”73 The defence agreement envisaged, inter alia, Indian support for the construction of warship repair facilities at Iran’s new port at Chahbahar, stationing of Indian aeronautical engineers at Iranian military bases to maintain and provide mid-life upgrades for Iran’s MIG-29 fighters, and sending Indian engineers to Iran to refit and maintain T-72 tanks.74
India and Iran held joint naval exercises in March 2003.75 Iran is also reported to have sought India's help to service it's naval and air force equipment and in developing batteries for its submarines, which are more suitable for the warm waters of the Gulf than those supplied by Russia
