No, not Khushbakht shujaat, Mehtaab Rashidi refused to cover her head with teh very sound argument that she could not be part of such hypocrisy when she did not cover her head in real life.

Did Zara of 'Tanhaiyan' or Dr Zoya of 'Dhoop Kinare' wore dupatta? Never seen Nazia Hasan singing with Dupatta during Zia regime.

Nope they did not cause it was not introduced at that time (may be). But the policy was there for actresses and newscasters back in 90s.
