Wonder why he ran?

Many reasons.

1) He was already late for work & didn't want to get more late.
2) He was hiding crack.
3) He was an illegal immigrant.
4) He was scared.
5) He thought they were calling someone else & wanted to flee the scene to get out of being 'involved'.

Which wouldn’t explain why he had been followed by the police since he left home that morning.

At any rate, from what I’m hearing, whilst it was 22 degrees C in London it was also pretty windy, which is why you may want to wear a heavy jacket.
