I doubt that. Any state that is run by religious decree by definition is tyrannical especially in which people do not have choice to select their leaders.
BTW, with an exception of Prophet's time, there has never been any stable Islamic based system ever even going all the way back to Khulafa-e-Rashideen era. Even then there were political assassinations like that of Hazrat Omar & the whole shia/sunni rift.
Umm... I think you need to learn more about true Islamic Sharia or Khilafah as mentioned by the other fellow. Your concepts seem to be wrong about that.
In Islamic Sharia, people do have the choice to select the leader. Not only that people also have the right to critic their leaders.
Not sure if you know or no about the event when the Khalifah umar was publically questioned about why did he got cloth fitted to his length when the actual cloth which every one got was not enogh to fit him.
