there is no question of the historicity of this. it would be a historical statistic if the victims were all dead, or even mostly dead. they are alive. therefore they are current victims of torture and sexual assault. given that these are all current torture and sexual assault victims, even if the situation had drastically changed, that would still not make the data the same as 40 year old data.
there is the question of justice for 12% of sexual assault victims of the whole damn population. how can you say thats a historical fact with no current relevance?
