If you have a 4 year Bachelors degree in a technical field then the MS/PhD education in the USA is free too if you get good scores in GRE and land an assistantship.
And the rewards of US degree from good university are much higher compared to any other country's education.
If you want to get a BS, do not waste your money, stay in Pakistan and get a 4 year degree from a any government school. If you can't get into Engineering or med, do not worry, go to BA/BS (and MA/MS if your BA/BS is 2 years degree) in sciences and work hard and learn something. Then head out of the country. You will save a lot of money that way.
I tend to agree with you. Norway is a good option for those who can not or could not score high in GRE, or have not been successful in getting any scholarship/fee waiver in U.K, U.S, Australia, New zealand etc. In my personal experience, scholarship/full fee waiver for U.K is much more difficult then for U.S.A.
U.S.A has the largest full bright programme for Pakistan also.
On average around 10,000 Students leave Pakistan for studies every year, we have to fill other countries also :)
