It is dangerous because it is wide open... and people are just too many, mashallah... if (again this is just an idea) somehow authorities can channelize the coming and going of the people, it would help. Instead of all going once in "jhurmutts" it would be good to see them going in lines, throwing the stones and returning back through another channel which is coming back.
