What I do are situps with weights..meaning I take a weight place on my chest and hold it with my arms in a criss cross fasion and lift with my abs.. Situps with resistance are the best..With that, cardio and a proper diet..it definitley works :)

Shinoo, I think it doesnt matter how many you do: wat matters is the form. You will be better off doing 50 good-form crunches then 100 wrong ones. Exhale on your way up (when you crunch ur tummy) and inhale on ur way down. I have a Denise Austin book (forgot what its called), and it has a lot of other exercises as well. Only the crunches wont get you a flatter tummy though. YOu have clean your diet and do cardio. I will post the name of the book later on. I really like it, although I am a weights kinda girl :P. I cannot sit at home and workout to videos, books etc. I gotta go to the gym :D

They definately do work IF you combine them with cardio and a good diet. After all defined muscles aren't going to do any good if they're hidden beneath a thick layer of fat. (Shinoo..that's just a general comment, I'm not trying to call you fat :p)
Ok lemme esplain…you want to have the whole body in the right proportion. If you wanna have toned arms then you want the rest of your body to complement them as well. So ideally its better to do all body parts and not pick and choose.
I normally workout three to four days a week…These days I am doing day 1-chest/triceps..day 2- back/biceps..day 3- legs/shoulders…and a little bit of abs every day. When I was your age I used to go seven days a week…if that means anything :-p
Below is an alternative exercise for crunches …its is using the weights. It is really good as it focuses on your abs and neck is not strained as well.

For arms…this is a good machine..it gives length to your biceps..For size you wanna try concentration curls with dumbbells

I got these dumbbells a while ago, cuz my brother’s were too heavy, everytime I managed to pick them up half way, I went down with them. So now mine are sitting around and looking pretty in my room. My question, why are they called 'dumb’bells. I would rather be lifting smartbells, you know?
