They would accomplish this by extracting starch from potato peelings. If you think about starch - and you know how sticky starch is - if you could mass it together you could create a layer of starch and stabilise that to create crisps packets.
Starch is a carbohydrate. It is starch that makes flour thick and gluey. Cornstarch is used in cooking to make thick gravies.
Starch glues are widely used in the bonding of paper, wood and cotton. Virtually all corrugated boxboard is made with starch glues as are all brown paper grocery bags, tubes (as in toilet paper cores), and such similar items. Exact formulations vary but these are usually about 12 to 15% starch with the balance being water and minor ingredients.
