Can I download a game I’ve purchased but lost due to a HDD failure? Is there some special procedure to it?

u can download again.it should in game library right click on it and download again
usually i backup the game to hdd and write it to a dvd

My Steam ID is captain_obvious729. The only thing I have on it is the Witcher, and that computer is gone for repairs. I have another question for you–if I bought a game, how can I retrieve the key? They had given it to me and all, but the HDD crashed.

key is auto signed with the game.
once u get it in game library nothing else is required,if u want to use it to register with cd project(dev/publisher),right click on game in the library u can find view cd key option

not really, there are some games which require cd-key i have about 20+ games in my steam which require a separate cd-key
an example would be battlefield bad company 2
you can just right click the game in the “game library” and click on “view game cd-key”
that should bring up a panel and give you your cd-key which the game requires.
