Alright, but then there are also plenty of stories of sports coaches and teachers who also get busted for abusing those under them. So people in a position of authority do the same thing in multiple fields. I’d also say that the people who are MOST prone to falling in the traps of frauds when it comes to anything religious are those who don’t practice the basics of deen themselves and they just want a quick solution to their problems and find these types first since they’ll be easier to find for most people. That doesn’t mean that everyone else is also a fraud.
As far as ruqya goes, it was practiced in the time of Nabi (SAW) and they were permitted to do it as long as it didn’t involve any shirk. So the ruqya as described by Ruqyah Lahore falls into that…they use recitation of the Qur’an to treat people in a manner that doesn’t involve any shirk. Not only were they permitted to practice it by Nabi (SAW), but they were also permitted to take payment for treating people.

^In addition to what Captain Obvious has said, one doesn't need to go to a ruqyah healer to treat themselves. They can perform ruqyah on themselves or their loved ones can do it for them. Usually ruqyah entails recitation of Quran, but that sad thing is that most of us are not even regular in our 5 prayers much less reciting the Quran. We're so lazy that when a raqi assigns us to recite ayats, we'll find it to be "too much" or "too hard" as we're not in the habit. And people who are not in the habit of doing regular ibadat or who have a severe spiritual illness may seek a genuine raqi....or they may seek the fraud ones who promise a quick fix. Many of the fraud ones don't even know basic surahs or kalimas themselves and are involved in magic which may entail disrespect of the Quran. But for those that are genuine, the fact that they use scripture and Allah's names should prevent us from mocking/looking down on them.
