Verma is probably living in the old world still, the world before Pakistan conducted nuclear tests. India started looking for a more stable Pakistan that day onwards. It was more obvious after 9-11, that chaos in Pakistan means jihadis might get their hands on "all things nuclear". India (and US) decided to help Pakistan stablize economically and politically. India's top priority is, how to handle the dallar influx (while it lasts) and stay away from war and troubled neighbours.
