The only glimmer of hope is that the Indian government sees the wisdom in friendship but has judged the mood of its people will not tolerate a sporting encounter with Pakistan just yet.
People are more tolerating of a series that took place right after the blasts on their home turf.
But the ICC has yet to demonstrate that it has a viable long-term strategy to allow international cricket to flourish or the courage to stand up to its most dominant members.
Regardless of ICC sending its security team for pre-inspection, had it been Australia coming for the tour, ICC wouldn't need to send their experts down for inspection, because the individual country's decision overrules ICC's decision (case in point: Champions Trophy). It will be interesting if ICC disputes the Sri Lankan tour due to lack of security or conditions in Pakistan. I don't know where Pakistan will turn to then.
