how about geographically instead....invest likewise...tourism/industrial/etc..
That will give unfair advantage to some provinces
do you think if the lines are drawn around ethnic divisions, then say people who aren't of that ethnicity in the new province be discriminated against? maybe not =/
In India, 90% of the division is based on ethinicty/culture and what not. That brings healthy comepetition amongst states/provinces.
