Ummm… the government forces would have, after securing the militant facility, catalogued all arms and ammunition found inside - a process that would requre the government to collect up and sort the arms and ammunition in order to ensure they were properly counted.
If all the ammunition was unused, how did security force personnel get killed and wounded during the attack? Did they shoot themselves?
