Hundreds of Khakis get top civilian jobs

ISLAMABAD: There is an extraordinary rush of Khakis on the country’s civilian institutions as hundreds of serving and retired defence officers, including large number of brigadiers and generals, have been assigned key civil positions either on secondment or on contract.
There are more than 76 generals or equivalent from Navy and Airforce alone, who are occupying important non-military positions. The list of retired and serving brigadiers, colonels and other ranks is too long and runs into hundreds.
Sources believe that the total number of such appointees in the federal government alone is more than 500. There is no consolidated list of such appointees with the government which otherwise has also been reluctant to share this information with The News.
The Establishment Division has been formally requested by this correspondent to provide this public information but it never did so. However, The News made up its own list of such high profile appointments, identifying 76 generals alone holding civilian jobs, from different references and from different ministries/divisions.
A government source when contacted defended these large-scale appointments of serving and retired servicemen in the civilian set up. The source said that these appointments of “highly talented” individuals were made to clean the mess from the civilian institutions. Because of such measures, the government source claimed the masses were feeling a better change.
General Pervez Musharraf, the Chief Executive and President of Pakistan who took over the reign of power on Oct 12, 1999 leads the team of such appointees. Other VVIPs include Maj Gen (r) Muhammad Anwar, President AJK; Lt Gen (r) Khalid Maqbool, Governor Punjab; Lt Gen (r) Iftikhar Hussain Shah, Governor NWFP; Lt Gen (r) Moinuddin Haider, Interior Minister; Lt Gen (r) Javed Ashraf, Minister for Communications; and Col (r) SK Tressler, Minister for Minorities, culture.
The CE Secretariat is led by chief of staff to the CE who is Lt Gen Hamid Javed. The principal secretary to the CE and Musharraf’s college days friend Tariq Aziz, the only key civilian officer in the CE Secretariat, even report to the COS.
The Deputy COS is Maj Gen Mohammad Yousaf. The only additional secretary in the CE secretariat is also a Maj General – Javed Zia). Another Major Gen, Rashid Qureshi, is acting as press secretary to the CE. Brigadier Nadeem Taj, military secretary to the CE, has also been approved for promotion as Maj General.
The Brigadiers in the CE Secretariat include Asif Yasin Malik, director (A); and Tariq Hamid Khan, director (C). The CE Secretariat also contains a number of colonels, majors and others from defence forces.
In the National Accountability Bureau, which is also part of the CE’s Secretariat, the senior level military officers include NAB chairman Lt Gen Munir Hafeez; deputy chairman Maj Gen Syed Usman Shah; deputy chairman NAB Maj Gen Shujaat Zamir Dar; DG NAB Punjab Maj Gen Abdul Jabbar Bhatti; DG NAB NWFP Air Vice Marshal Zakaullah; DG NAB Sindh Maj Gen Tariq Bashir; Maj Gen Ijaz Ahmad Bakhshi, commander regional accountability bureau, Sindh; DG NAB Balochistan Maj Gen Owais Mushtaq Qureshi; DG NAB Rawalpindi Rear Admiral Obaid Sadiq; Brig (r) Saghir Hussain and a number of retired and serving colonels, majors etc.
The National Reconstruction Bureau (NRB), another department of the CE Secretariat, is headed by Lt Gen (r) Syed Tanvir Hussain Naqvi. Two of the four members of the NRB including Dr Gulfraz Ahmad and Maj Gen (r) Asif Bukhari have also defence background.
Retired brigadiers like Hafeezullah and M Saleem are besides several ex-colonels and majors who are reforming the country’s civilian institutions. Secretaries of three federal divisions are retired defence officers.
They include secretary defence Lt Gen (r) Hamid Nawaz Khan; secretary defence production Air Marshal (r) Zahid Anis; and secretary railways Lt Gen (r) Saeeduz Zafar.
At least nine retired servicemen are currently serving as Pakistan’s ambassador/high commissioner in different world capitals. These include Maj Gen (r) Fazle Ghafoor in North Korea; Brig (r) Abdul Majeed Khan in Tajikistan; Maj Gen (r) Saleemullah in United Arab Emirates; Maj Gen (r) Muhammad Hasan Aqueel in Thailand; Lt Gen (r) Muhammad Asad Durrani in Saudi Arabia; Vice Admiral (r) Shamoon Aalam Khan in Ukraine; Air Marshal (r) Najeeb Akhtar in Brazil; Maj Gen (r) Syed Mustafa Anwar Hussain in Indonesia; and Lt Gen (r) Muhammad Shafique in Behrain.

At least eight brigadiers are serving as area chiefs for Wapda in Rawalpindi-Islamabad, Peshawar, Gujranwala, Multan, Lahore, Hyderabad, Karachi, Quetta and Faisalabad etc

The above list include very few appointees of the provincial governments which have reportedly also inducted a very large number of serving and retired officials against civilian positions.
