Is this natural tendency or environment and cultures also have some role in it?
Why we expect a Doctor to be a soft spoken and Police wala Loud? Is it professional requirement or something else and y*ou have an experience of meeting soft spoken police wala and loud Docto*r.
Yes police walas here are quite soft spoken as far dealing with the normal public is concerned. Similarly I have worked with academics, like serious professors with huge list of publications under their belts who are what you may call loud people. So I guess large part of it is just nature and what you can or cannot do in a professional environment.

I think these might be some exceptional circumstances when otherwise soft spoken turned loud / harsh. Other-wise, people can be categorised as soft or loud.

I think broadly soft-spoken are those people who are good in choosing words and tone and have control over anger. People feel comfortable in their company and easily share their concern with them.

If that is what you meant by soft spoken in the opening post of the thread, then majority of the replies in this thread don't apply. Culture and environment have nothing to do with the kind of soft spoken you mean. Its an individuals personality trait.
A counselor has to be soft spoken.

In the soft spoken you defined, nothing is affected by culture or environment. Those kind of soft spoken are very rare and are found in each and every culture.
I have come across just 2 such people in my life uptil now. One is my taya and another was the Saudi lady who was my employer.

As the kaur mentioned, some people are introvert and others are extrovert. I observed that some communities as a whole do possess such traits, (there are always exceptions).

Give examples of such communities plz so that I can understand better what you mean. As at this point, I disagree with you , as complete communities don't fall in the soft spoken category you defined. (not wht I think soft spoken is)

choice of words are affected by environment. A person who passed his life in particular set-up / area, don't know what is acceptable and not acceptable in other parts of the world.
As far as over all perception and comparison of communities is concerned, I think Bengalis are considered more soft spoken than say Rajputs.
