Why does ...
cost of tv - what the buyers got back + what the driver kept for himself .. have to be equal to the cost of tv?

The tv was defective and thus the shopkeeper gave a certain amount back. Which got divided among buyers and the driver. It doesn't necessarily have to add up to the cost of the tv..

for eg.

In case if the shopkeeper gave back 7 dollars. The driver gave 3 dollars to the buyers and kept 4 for himself. Now according to the way the problem is constructed.. again each paid 9 after getting 1 dollar back.. so 3X9 = 27. and 27+ 4( what driver kept) = 31. In this case u get a dollar more.. ;)

You do it with 8 dollars. 3 to the buyers.. and 5 for the driver. again 3X9 = 27 and 27+5=32.
with 9.. it will be 33.. and so on and so forth.

So the gist is, what the shopkeeper gave back doesn't account into the tv's cost. It's all in the way it has been twisted and presented. It compels us to form an equation which doesn't hold true.
