Even though he is handling the current War on terrorism quite effectively (thanks to his advisors) but he has a lot to learn when it comes to cultural and socio cultural norms of world at large. The biggest goof he made was when he addressed the King of Spain as “Hey Buddy” at a conference somewhere in Europe. I agree with Xtreme that he didn’t mean it to be a pejorative so he is forgiven.

Well, the English use this terms in a derogatory manner to refer to people of the Indian Sub Continent (a reference to Indians, Pakistanis, Bangladeshis, Sri Lankans and Algerians and contrary to popular belief it is not a short-cut way of referring to Pakistanis alone – just as Nigger is offensive in the US even though Nigoritte is not) therefore it is objectionable. If Blair would have used this term, he would be killed, but Bush is forgiven solely for the reasons stated above.
NYA is right, in England, lot's of Indians have been called Paki as people can't really tell the difference, but this is restricted to deprived areas mostly, and it's something that is on the decline. Similar to red-neck areas of the US i guess.
I think it's a shame that Pakis has become seen as an insult, there would be nothing wrong with it if it didn't have these connotations.

To give you an example, in middle east they use words like rafeeq and sadeeq for pakistanis and indians respectively, even though the actual meanings of the words are companion and friend..but its used in an offensive manner with bad intent.

I don't see the problem with the word Paki. I am a Paki as far as the Westerners go since they like to shorten some of the names of places. They are calling Saudi Arabia as Saudi.
But by the same token, in places like N.Y, a similar term "Hindu" was used to refer to all South Asians in a derogatory term. There was a deep seated resentment against them in how they were taking over the streetside businesses. That was the 'rave' back in 70's. I guess the term 'Paki' is used in similar fashion in areas under/influenced by the British.
One thing I have never understood is why the word 'Paki' took off in British areas. I believe they have (or had) the same problem up in Canada. Atleast in Britain, Indians had settled far before then the 'Pakis'. How come the resentment against the South Asian is represented by the use of the word 'Paki' and not 'Indian' or 'Hindu', as in N.Y.?

The word in the uk is attached forever with a lot of racial violence which hit it's peak in the mid-80's. For a non-pakistani to call a Pakistani a Paki is still considered extremely offensive this side of the pond despite it's meaning. Just like the Nazi's called jews jews...it's who's saying it and what manner!!.

well blacks were far more out raged by being called a nigger but the present generation of blacks in usa have no probs with the word
nigger. or they dont take the offence to the word that their fore fathers whould have taken.

2.Don’t use the ‘N’ word. Africann Americans have a real objection to any body but a fellow African American using that word.
