I think Shaukat Aziz is a good guy, I mean he's really decent and better than other people.

The author (not Rice) is quoting a participant (not Rice).
It would have been highly unprofessional of Rice to talk like this.

I doubt this formula of having President from army and PM from world bank will go away. There will be many others who will make their way from world bank to PM house and then back to world bank.
