Army wasn’t very popular in balochistan / sindh before that much. My brother was in NWFP in the nineties and he saw a pathan pick up and throw an army guy when the army guy told him to not do something on the rail platform.. 
I think the army is worried about its traditional base of Punjab and also parts of NWFP. Maybe a punjabi COAS Kiyani will help matters in Punjab but NWFP could be tricky..
