If you make a folder with pictures you want to share in the “Photos” folder (which should have already been there) you can share the link of that with non-dropbox users.
Or you can do what Niki said - make a share folder to share with those who have dropbox. Anyone who the folder is shared with can add or remove things from.

Picasa, dropbox, box are all good options.
