So exactly how is "Eid" decided!

Can some one shed some light on this issue?

Is it decided on Moon sightings or the room bound Moulvi Hazrat make a decision of our the most joyously celebrated day?

Thats what I have the knowledge but interestingly I saw the 1st night moon on the very Eid day and I am 100 % sure, it was 1st night crescent.

I dunno what to think of now!
