Mendis' bowling action is fine and totally legitimate.
The "freakiness" is in the way he is able to finger-flick the ball. There is nothing remarkable in his wrist or arm action to help the batsman decipher his deliveries.
In any case, there is no reason why an Umpire will have any objection.
He is either exceptionally gifted OR exploiting an abnormal physical (medical) condition.
