I never knew that cigarette sellers now needed a licence in Punjab. Must be a recent change.
So, I presume now they will 'card' cigarette sales? Thats neat. They should learn from US and Europe's years long battle with under-age smoking and make comprehensive laws. Including deciding till what age can one be 'carded' or whether a person will be 'carded' despite any age.
There is no denying that under-agers smoke even in US. But it is harder. Plus, the main emphasis should be to de-glamorize smoking and make it a social stigma. Its almost like that in US (atleast in California) where ppl are not allowed to smoke in any public building or closed location. Slowly, but surely, it serves it purpose by making ppl turn off smoking.
Getting rid of all the ads which glamorize smoking (in electronic, print and POS locations) is also a major step. Most under-age smokers start the habit cz they see their elders smoke, or they see those models smoke in those neat ads and think it is something fun and exciting.
Increase taxation on tobacco so that the price of cigarette goes up and make it less likely for some under-age smokers to get cigarettes.

That’s what I’d like to know. How are they going to enforce such a law? All the offender will have to do is offer the cop (or whoever) a cigarette to get out of the situation
joke of the day.....ya they will regulate this just like they regulate sale of alcohol to those who are non-muslims and have liquor licences. Dont forget that half of the supposed health ministery department officals punjab receive kickbacks from these big tobbaco companies. Good attempt anyway....sadly it will just fall on its face like every other such initiative.
