Skin is a reflection of overall health and sometimes it shows that you are not getting proper nutrients, many desis aren't too fond of salads, slightly cooked or raw vegetables and fruits and don't get enough exercise.
We are supposed to eat 5 servings of vegetables, eat lots of fish, dairy and chicken and stay active and get exercise. Taking care of your health will improve skin.

First off- being fair does mean automatic “freshness” or beauty. So take your focus off being “fair” and instead, clear and bright skin like you mentioned.
Make sure you use a good cleanser every day and night. If you have makeup on, clean it off with oil like coconut or almond (in my opinion, the best way). Clean it off with face wipes or cotton rounds. Then follow with a regular cleanser to remove all dirt.
Optional- you can use a toner for blackheads/acne/dry skin, whatever your skin concern
Use a vitamin c serum daily. This will help alot with brightening the face, fight against aging, and also against dull skin
Wear spf every morning regardless of what type of weather it is outside after the serum. Make sure its suitable for your skin type, whether oily, dry or combination.
Spf is the #1](http://gupshup.org/gs/usertag.php?do=list&action=hash&hash=1) thing you can use on your face to help against aging and developing sun spots, skin cancer, and overall health of the skin. Many people think its not necessary, but it is, and find out later the hard way the damage the sun can cause if not used
At night, instead of spf, use a moisturizer suitable for your skin type after the serum
Exfoliate at twice once a week with a microdermabrasion scrub, or a grainy scrub
Use a mud mask such as multani mitti or bentonite clay once a week. This really helps in cleansing the skin and making it appear more healthy looking, its suitable for all skin types, but its especially helpful for oily skin becuase it draws out the oil overproduction
Take multivitamins daily, it helps with giving your body the extra nutrients it may otherwise lack from diet.
Drink lots of water !!! I drink about 3 liters a day, to give you a perspective. I used to constantly have a water bottle with me at all times to help remind me i need to drink it, but now its a habit
I don’t know what (american) products are available in pakistan or how easily accessible they are because i live in the usa and only know of different brands available here. but even then, this should be a good helpful guide to start off with,
Im sure you can find vitamin c serums, cleansers, exfoliators etc in shops in pakistan

I would suggest getting regular facials, I used to have very dull skin too, jab maine facial shuru kiya, mera skin acha hone laga, will take 2 to 3 facials to notice difference, also drink lots of water
