When you boot your machine it will request an IP address from the DHCP server.
Now if some smart aleck manually (Static IP) has configured his machine with the same IP address then when your system comes up the DHCP server will lease you the next available IP which by coincidence is the same as the one grabbed by Smart Aleck, your machine will respond that the address is in use.
You have two choices, Find Mr. Smart Aleck and kill him and destroy his machine or send be 5 bucks cash and I will give you a new IP address.

Highly unlikely. If DHCP server assigns an address to a machine, and same IP address is used as a STATIC IP address on another machine, the DHCP server will block the first machine and will send the message to the first machine.
To me it looks like a case where DHCP server is not in use and each machine has a STATIC IP address. Get another IP address from the IT.
Or the trick could be to arrive in the office earlier than anyone else ;).

If he/she is using your IP address, then you are offline and not connected to net, hence no one can connect to your machine. No two machines with the same IP address can exist on the same network for more than a few seconds. Only one will stay online at a time.
Now that being said, your network administrator has the right to look into your machine. It is especially easy if your administrative shares are not disabled.
