I think you have short term memory. Isn’t this was discussed thoroughly many times? It was Liaqat Ali Khan who introduce quota system in the 50’s to accomodate muhajirs in the government. us ko koso jisnay nafrat ki buniad rakhi.

Liaquat abolished quota system in two short years, while peepaliya quota system has been in place for decades.
Besides, the point was not about quota system itself but about division of province. PPP itself initiated this division by introducing quota system unique to Sindh alone.
