Lets see, PTI, PML(N), JUI (F), JUP (Noorani) and all others political parties of Sindh have also opposed this division. if MQM which is a minority in this setup opposed it, why do you think it is not a democracy. Majority rules, is the principle of democracy.

opposition n mqm should be present for resolution n then decision should be taken tht is democracy.
