I would expect everyone (primary education atleast) to know the anthem or atleast 80% of it (because that is the first thing you sing every morning!!)
That has more to do with our own nalaiqian. The resolution itself can’t be blamed - Pakistan did come into existence afterall. It is a bit like saying 73 constitution was a failure because it failed to stop so many subsequent military coups!!
