Like they do in Pakistan? A lot of factories that are outside the main cities in Pakistan have setup colonies for their workers. These range from small one bedroom quarters for laborers to villas for the managers and higher position people.

My company set up a a worker colony of a couple hundred trailer homes in the car park of our New Orleans factory when most of the workers and managers there lost their homes to Katrina.

US local govts have zoning laws that prohibit residential areas near industrial localities. This is to improve the quality of life. Besides, as OG says, Americans have cars and until recently cheap gas allowing people to live where they wanted to and work elsewhere.
