True. But it depends on the situation. Speaking out at a wrong time at a wrong place might benefit you in the short run, but not in the long run. It also depends on what is your perception of recognition, safety or success.

Silence is gold cuz it saves you from many uncomfortable situations. It saves you from putting your foot in your mouth, I suggest it for many people even I practice in so many situations when I just bite my tounge. However sometimes you have to make sure people are held accountable for their mistakes and in those situations you cann't be quiet.
