where does it stop, how about tax payer services for substance abusers, why should I foot the bill for some bloke who became an addict?

what about services for people who got infected with HIV due to unsafe sex?

What about people refusing to foot the bill for treatment of kids born to couples where the spouses are blood relatives?..can we say well you took a risk knowingly and we are not going to foot the bill.

I understand the question fully, I am just confused as to what would be the limits of coverage and why

We already do that in the UK:

Alcohol and drug misuse prevention, treatment and recovery guidance
