In most countries in the West govts tenures is 4 years. 5 years is way too long especially if you have very incompetent government.

UK is 5 years, French presidency is 7 years.

If departments are free and independent, then we could have a 10 year tenure for all I care. But our national service based organizations are all held hostage by incoming govts with political appointments. Police, NAB, FIA, Judiciary, management of major organizations(OGRA, PIA, Railways, PTV). For that reason, it is necessary to have a smaller tenure. But I dont see it changing any time soon.Not in NS tenure.

^^^ Frequent elections are a good thing. If govt is doing a good job it will be reelected if not it will be thrown out. As Benjamin Franklin once said "politicians are a lot like diapers. They should be changed frequently, and for the same reason."

I guess more important is to have regular local bodies elections with powers devolved at district levels.
