Theseare budget figures of 2013-14 . Punjab gest **LEAST money per capita, Balochistan****MOST **per capita. Sindh gets more than KPK and Punjab percapita and less than Balochistan.

What about last 30-40 years? Was the ratio similar?

I am not aware 30-40 years ago but since I have been following the budgets I have seen a similar ratio, with ratio for Balochistan increasing in last few years from around 7% to 10%.
