But, ethically, you must not assume superiority of India in this case as you already have accepted that minority victimization happens in Indian also.
Criminals are sentenced in Pakistan also. However it is all because of administration of Pakistan, they are neither serious to crack down shia abusing Sahaba(R.A), nor they are serious to stop violence against shia.
