the actual news items is that a particular BJP MP from the upper house demanded that hindu/sikh migrants from pakistan who have already been living in india for years/decades should be made indian citizens. under current laws they are technically ineligible.
what you are referring to is his more generic follow-up statement about the OCI scheme. firstly, india does not allow dual citizenship for anybody. the follow-up comment has to do with the “overseas citizen of india” scheme which is already active and applies to foreign indians of all religions and nationalities except pakistan…so this secondary demand is to give an exemption to hindus/sikhs from pakistan who seek an OCI card.
