they can stick as many pictures on it as they want. as long as its legal, nothing will change
They've had them on cigarette packages for a while. They may be useful in deterring people who are thinking to start but I doubt it would work on those who are already in the habit of smoking.

those that start rarely do so by purchasing from the store.. its usually the odd one here and there from friends. and that way they dont get to see the packet

no I don't think it'll make any difference what so ever
If these pictures didn't scare children in middle school... I dont think they are going to scare adults that have become addicted.
